We encourage you to read the article written by the Managing Partner of Jabłoński Kozminski & Partners Law Firm – dr hab. Krzysztof Kozminski , which appeared in Dziennik Gazeta Prawna titled: “PiESEL as a legal bubble”.
The publication was devoted to the proposed PiESEL law, which provides for the registration of dogs and cats in a nationwide database. The author of the article expresses concerns about the effects of the regulation, both in practical and constitutional terms, pointing out:
- the threat of an increase in the number of homeless animals when owners decide to get rid of them to avoid new fees and fines;
- The technical and organizational challenges of establishing an effective registry in a country with an inadequate IT infrastructure;
- ignoring animal registration systems run by NGOs that operate at the international level.
Could it be that the PiESEL law proposal is an example of a carelessly prepared regulation that may have negative consequences and be unsuited to the realities of operation?
