The session is dedicated to one of the most pressing issues in the financial sector: Changes in the liability of payment service providers (PSPs) under the proposed Payment Services Regulation (PSR).
Whilst the subject may appear technical, it addresses a fundamental question: who is—and who should be—liable for payment security when a single transaction involves a bank, a telecommunications provider, and a technology platform? The new EU regulations attempt to answer this, yet they simultaneously introduce significant challenges regarding interpretation, compliance, ethics, and economics.
