Regardless of any legal, political disputes, or statutory regulations, if the framers of the Constitution have established a public authority in the Constitution, it must operate continuously and without interruption. Decision-makers qualified to determine its structure are required to staff this institution. Their assessments, worldviews, political interests, or other whims are irrelevant. The law, including the constitution, mandates the activities of constitutional bodies.
