The Ministry of Digitization announced on its website the launch of the Directory of Public Entities (&#8220;<strong>KPP<\/strong>&#8220;).<\/p>\n\n<p>As the Ministry&#8217;s website created directory reads: &#8220;<em>enables the collection of high-quality, structured data on public service providers in Poland in one place. In doing so, it uses existing domain systems and registries<\/em>.&#8221;<a href=\"#_ftn1\" id=\"_ftnref1\">[1]<\/a>.<\/p>\n\n<p><strong>The KPP will collect and share data on public entities and non-public entities providing public services in Poland via API.<\/strong><\/p>\n\n<p>The KPP was developed using the REGON registry, noting that the new ICT system creates a broader base by also collecting data of public service providers that do not have a REGON number. Also importantly, KPP uses the solutions of the National Node, thus users of the system will be able to be authenticated using the Trusted Profile.<\/p>\n\n<p>The KPP is intended to be a comprehensive database of public and non-public entities and to collect data on entities that do not have a REGON number or an ESP box.<\/p>\n\n<p>Data in KPP is to be fed automatically from REGON on a daily basis. In contrast, data from other systems: &#8220;<strong>\n  <em>were fed initially prior to the operational launch of the system for all entities in the database and are updated on an ongoing basis as entities are added or deleted in the ePUAP and e-Delivery databases<\/em>\n<\/strong><em>. Data of entities without REGON are also subject to updating.<\/em>&#8220;<a href=\"#_ftn2\" id=\"_ftnref2\">[2]<\/a>.<\/p>\n\n<p><strong>It is worth noting that the provision of data collected in the KPP for the needs of entrepreneurs is integrated with the business.gov.pl portal.<\/strong>  Such a solution is expected to provide entrepreneurs:<\/p>\n\n<ul class=\"wp-block-list\">\n<li>Access to high quality data;<\/li>\n\n\n\n<li>A proven source of information in the processes of planning, establishing and running a business.<\/li>\n<\/ul>\n\n<p><strong>The new ICT system is also integrated with the data.gov.pl portal.<\/strong> As the Ministry points out: &#8220;As a result<em>, any citizen, entrepreneur or official can reuse it to build their own databases, commercial tools or for the purpose of streamlining procedures and other field systems of the public administration.<\/em>&#8220;<a href=\"#_ftn3\" id=\"_ftnref3\">[3]<\/a><\/p>\n\n<p><strong>The following are cited as effects of KPP implementation:<\/strong><\/p>\n\n<ul class=\"wp-block-list\">\n<li>integrations with many domain systems of public administration, among others. e-puap;<\/li>\n\n\n\n<li>possible further development of e-services provided by these entities, as a result of which citizens and entrepreneurs will have access to a better quality of e-Government service;<\/li>\n\n\n\n<li>Creating a source of data for citizens about the institutions where they can handle their affairs<a id=\"_ftnref4\" href=\"#_ftn4\">[4]<\/a>.<\/li>\n<\/ul>\n\n<p>The administrator of the data collected in the KPP is the minister in charge of the Ministry of Finance. digitization. Personal data is not collected in the KPP<a href=\"#_ftn5\" id=\"_ftnref5\">[5]<\/a>.<\/p>\n\n<p>According to the law firm&#8217;s team, the creation of a comprehensive database integrated with existing portals is a step in the right direction of strengthening the digital foundation for the development of e-services. A separate issue, however, is the question of how this system will work in practice.
