We invite you to watch a conversation between Krzysztof Ziemiec and the Managing Partner of Jabłoński Koźmiński & Partners — Dr Krzysztof Koźmiński, Associate Professor at the University of Warsaw and legal expert of the National Animal Registration Institute (KIRZ) — published on the “Otwarta Konserwa” YouTube channel. The discussion is devoted to the Act on the mandatory microchipping and registration of dogs and cats in the National Register of Marked Dogs and Cats (KROPiK).

On 15 May 2026, the parliamentary majority passed the Act on the National Register of Marked Dogs and Cats (KROPiK), incorporating amendments introduced by the Senate. The Act has now been submitted to the President for signature. The bill has been highly controversial from the outset, drawing strong opposition from politicians and a number of civil society organisations. In our expert’s view, the bill may breach both the Polish Constitution and European Union law.

  • Does KROPiK genuinely improve animal welfare?
  • Might the fees imposed on owners lead to animals simply being abandoned?
  • Is the new system a meaningful change, or merely an expansion of bureaucracy?
